The Bhakra Beas Management Board (BBMB) is preparing a comprehensive dam-break analysis and emergency action plan for people living along the Beas river. The plan covers the stretch from Pandoh Dam in Mandi district to Dehra in Kangra district.
This initiative is being undertaken for the first time in the area. The goal is to identify locations and populations that could be affected by sudden water releases from the dam, flashfloods, cloudbursts, or other extreme weather events.
Beas River Flood Risk Mapping Across Three Districts
Under the proposed plan, an around 135-km stretch of the Beas across Mandi, Hamirpur, and Kangra districts will be mapped. The proposal is being prepared with assistance from the ICED Centre of the Indian Institute of Technology (IIT), Roorkee.
The mapping will divide vulnerable populations into three risk zones. The green zone will comprise areas where water is expected to cause minimal or no impact. The other zones will categorize areas based on increasing levels of risk from potential water releases or extreme weather events.
Emergency Action Plan for Dam Safety
The dam-break analysis is a critical part of the plan. It helps authorities understand what could happen if the dam structure fails or if sudden releases become necessary. This analysis forms the basis for the emergency action plan, which will guide how authorities respond to protect people living downstream.
By identifying which areas fall into which risk zone, the BBMB aims to prepare better evacuation routes and response strategies. This is especially important for communities living close to the river who may have limited time to move to safety during a sudden water release or flashflood event.

Those in the highest-risk areas can receive early warnings and clear evacuation plans, while lower-risk zones can be managed with less disruption.
What matters now is execution. A plan on paper only works if it is tested, communicated clearly to local communities, and updated regularly.
