Investigations into an alleged espionage network linked to Pakistan's Inter-Services Intelligence (ISI) have uncovered a recruitment channel that runs through Dubai and uses Instagram to target people in Punjab, according to police sources.
The probe suggests a Dubai-based man of Punjab origin acted as a key link between ISI handlers and recruits in Punjab. Investigators believe this suspect helped coordinate activities and facilitated payments through hawala channels — an informal money transfer system.
How the ISI Recruitment Network Operated in Punjab
Police sources say the Dubai-based suspect served as a conduit for the network. The recruitment reportedly happened through social media platforms, particularly Instagram, where potential operatives in Punjab were identified and contacted.
The investigation stems from the arrest of Rashpal Singh, a resident of Sarafkot village in Gurdaspur. Police arrested him on August 27 in connection with the alleged espionage activities.

According to investigators, Rashpal had rented a shop opposite Mediway Hospital in New Sunder Nagar on Ferozepur Road in Ludhiana. The location is around 6 km from Baddowal Cantonment, a sensitive military area.
